This question is applicable to English and Welsh District and Single tier councils only.
All district and single tier councils have legal powers to enforce Minimum Energy Efficiency Standards of privately rented homes within their area. This legislation states that a home cannot be rented out by a landlord if the home has an EPC rating of E or lower. The council can enforce this requirement through enforcement notices and fining landlords if they continue to rent out homes that have an EPC rating of E or lower.
