Criteria

Three-tier criteria
Criteria met if the council has completed an exercise to measure how much, approximately, it will cost them to retrofit the councils' building estate (to EPC C or higher, or equivalent) and there is a target date for when this work will be completed by.

First tier criteria met if the target date is before 2050, second tier criteria met if the date is before 2040 and third tier criteria met if the target date is before 2030.

Clarifications

Council building estate refers to leisure centres, libraries, council town halls or offices, community centres, schools & colleges (not academies or private schools) and care homes, the councils' corporate estate. We will accept other inclusions or exclusions of a councils' building estate, as long as the majority of buildings a council owns (excluding homes) is included in their own definition.

The council doesn't need to have all the funds available for the retrofit and decarbonisation.

This includes all buildings the council is directly responsible for, council offices and any other buildings leased and managed by the council, excluding homes owned or managed by the council.

A council-only net-zero target date in a Climate Action Plan is not enough for a mark, we're looking for a specific target for the councils’ buildings/operations.
